Sustainable cities balance social, environmental and economic impacts through innovative urban planning, and by promoting corporate action and individual efforts that contribute to sustainability. This past year, we continued to collaborate with stakeholders to develop climate-friendly lifestyle initiatives and promote awareness of sustainable living practices.
“ECF: Choose to Reuse” programme
In October 2022, we launched Hong Kong’s first closed-loop reusable food delivery packaging programme, “Environment and Conservation Fund: Choose to Reuse”, in partnership with foodpanda Hong Kong. The project’s second phase, which concluded in July 2024, aimed to reduce single-use plastics used in food delivery.
The second phase involved collaborating with the MTR Corporation to install container collection machines at Hong Kong and Sai Ying Pun Stations, and a self-service rental machine at Hong Kong Station. Users can rent reusable containers for takeaway orders and return them at designated points across Hong Kong Island.
With over 50 participating restaurants, the programme saw over 27,000 containers borrowed in two years with about 12,000 customers participating, demonstrating strong community support. This initiative has effectively raised awareness about the importance of a circular economy and encouraged people to make sustainable choices.

LOOPᴾᴸᵁˢ and LCMP
WWF’s transformative programmes, LOOPPLUS and the LCMP, provide tools to help businesses measure and disclose key environmental data. They establish emission reduction targets based on global standards, enhance supply chain transparency and uncover inefficiencies in resource usage, directly contributing to WWF’s global goal of halving greenhouse gas emissions from consumption and production. The programmes also align with the United Nations Sustainable Development Goals and foster cross-sector sustainability.
In FY24, five companies used LOOPPLUS to define workable organisational and operational boundaries and quantify baseline greenhouse gas (GHG) emissions for seven local and overseas operations. Meanwhile, the LCMP helped 36 manufacturing companies take bold climate mitigation and adaptation action.
Eighteen manufacturing companies received LCMP labels and another six companies received LOOPPLUS awards. Carbon emissions dropped by a cumulative 241,396 tonnes of CO2-equivalent, down 37% from business-as-usual scenarios (2022-23); and there was an aggregate reduction of 321,540 tonnes of CO2-equivalent – a 44% drop compared to base year measurements.
Sustainable Living for the Health of People and Nature
Launched in October 2022, our “Sustainable Living for the Health of People and Nature” initiative sought to inspire sustained behaviour and low-carbon lifestyle in clothing, eating, living, and commuting. Supported by the Sustainable Development Fund, this initiative targeted young people and small and medium-sized enterprises (SMEs), aiming to overcome barriers and promote practical low-carbon solutions. In this two-year period, we have achieved a number of notable successes:
